Medical buarecracy is very slow. Normally this is normal because new drugs must not harm health or at least must not harm health too much. In epidemy when there are no established treatment for illness but there is effective one which is not-approved yet, this slow system does not work.

In fact we have enough (for common sense) reasons now to consider hydroxychloroquin to be effective medicine especially together with antibiotics against secondary infection.
